The desire of Chief Great Ogboru to govern Delta State is born out of sincere love and conviction that with a well thought plan of action, the rich potentials of Delta State can be harnessed to promote rapid industrial growth, improved economy and greater prosperity for the good people of the State.
It is this self-conviction that has made it difficult for him to abandon that desire, even when it is discomforting to continually deploy human and material resources in pursuit of this goal since 2003, a mandate which the ruling class in the State has continually fought to abort, with high-wired rigging of elections using federal apparatus at every elections.
The man Great Ogboru brings to the governance of Delta State, a well-thought-out plan of action which would turn around the fortune of the State within the shortest possible time. Unlike the manifesto of the current occupant of the Delta State house which is vague, bogus and deceptive, the manifesto of the People's General is very detailed and shows in simple terms how his government, would deliver the goodies to the masses.
Let us now beam our search-lights on the manifesto:
* EVEN/EQUAL DEVELOPMENT TO ALL PARTS OF DELTA: the Great Ogboru has close affinities with every Senatorial District of the State as his father is Urhobo (Delta Central), his mother:Ndokwa (Delta North) and his wife: an Ijaw woman (Delta South). Consequently, he is convinced that Delta is one and he hopes to unify all Deltans through massive development of all parts of the State.
To achieve this, he hopes to implement what he calls: EODI: Equal Opportunities Development Initiative. EODI is a program whereby an EQUAL amount would be distributed to every Local Government of the State on a monthly basis, for the execution of specified projects in the area of health care, agriculture, education, infrastructure etc.
* EDUCATION: The People's General is convinced that the best form of empowerment you can give to a young population is education. he hopes to pursue this by:
(a) PROVISION OF FREE AND QUALITATIVE EDUCATION UP TO SECONDARY SCHOOL LEVEL.
(b) MASSIVE CONSTRUCTION AND MODERNIZATION OF FACILITIES IN PUBLIC SCHOOLS ACROSS THE STATE.
(c) MOTIVATED TEACHERS AND NON-TEACHING STAFF THROUGH PAYMENT OF IMPROVED SALARY STRUCTURE, QUICK PAYMENT OF PENSION/GRATUITIES, REGULAR TRAINING AND RE-TRAINING OF TEACHERS ON MODERN TEACHING TECHNIQUES ETC.
(d) UP-GRADE OF FACILITIES OF THE STATE UNIVERSITY AND OTHER TERTIARY INSTITUTIONS AND A HIGHLY MOTIVATED WORKFORCE, TO ENABLE THEM COMPETE WITH OTHER RENOWNED UNIVERSITIES OF THE WORLD.
(e) REGULAR PAYMENT OF IMPROVED BURSARY TO STUDENTS OF DELTA STATE.
HEALTH: The overall health and well being of all Deltans shall form a cardinal principle of his government. to achieve this, he promises to implement the following:
(a) Free, Qualitative Healthcare for Children, Pregnant Women and the Aged.
(b) Accessible, affordable and Qualitative Healthcare for all residents of the State.
(c) Modernization and Improvement of Healthcare Facilities across the State.
(d) Reactivation of Community Health Inspection Scheme to care for our rural dwellers.
(e) Attraction and Retention of best Doctors and other health care practitioners in our Hospitals, through payment of enhanced salary structure and regular training both locally and abroad.

(c) Make Delta the IT Hub of Nigeria, by providing support for young IT professionals to thrive.
(d) Harness Delta Tourism's Potential optimally across the State to attract foreign and local tourist to the State, as Delta is blessed with rich tourism sites.
(e) Creation of Cottage Industries Across the State through private-public partnership.

(b) Provision of Quality and affordable Housing schemes, through partnership with the Federal Mortgage bank and other private Developers.
(c) Clean and Environmental Development, through modernization of waste collection and disposal, using the private-public partnership model.
(d) Massive, qualitative Roads/Bridges' Rehabilitation and Construction across the State, using reputable and tested construction companies, so as to provide roads that will stand the test of time and save the State the resources that are used to fix poorly constructed roads on yearly basis.

AGRICULTURAL DEVELOPMENT: Delta State is blessed with fertile land and hard-working men and women with which it can cause an agricultural revolution in the country, the Ogboru led government shall invest heavily in this sector through:
(a) Creation of New Farms and Agricultural Settlements for Increased Food Production in all parts of the State.
(b) Creating incentives to attract investors to invest in Modern Agro-allied Industries Development for Food Processing & Marketing.
(c) provision of modern farming tools at reduced rate to ease the business of farming to attract the youth into this sector.
(d) Employment of agricultural extension workers to constantly educate our people on new ways of farming.
(e) massive investment in rural roads to ease evacuation of farm proceeds.
(f) Provision of loans in the form of farm inputs for youths in the State.
SECURITY, LAW AND ORDER:
Chief Great Ogboru is convinced that the first step for ensuring security is by keeping the youth busy, as it is said, the idle minds is the devil's workshop. The youths of Delta shall be well engaged in economic activities, qualitative and competitive education and sports.
In addition the State shall be a place where security, law and order rules supreme. This the Ogboru administration hopes to achieve through:
(a) Zero Tolerance on Crime and Corruption.
(b) Sincere Solutions to Militancy through constant engagements of youth and other relevant stakeholders.
(c) Partnership with security agencies for well trained Civil vigilantee groups across the state, to complement effort of regular security apparatus.
(d) Construction of modern courts and modern recording gadgets to ease administration of justice.
(e) appointment of men and women of string characters as judges based on merit.
(f) protection of the fundamental rights of law-abiding residents of the state at all times,
VALUE RE-ORIENTATION
With his vision of to make Delta State the reference point of excellence on all frontiers in Nigeria, the Ogboru led government shall restore our State to its traditional values of:
(a) Honesty and Integrity...- Hard work
(b) Mutual Respect and Respect for Elders
(c) Merit-Based Reward System
(d) Love for One Another and Each Other
The Ogboru led government shall end the prevailing alien culture of:
- Mediocrity and Favoritism
- Excessive Materialism and Celebration of un-explainable Wealth
- Ostentatious Lifestyle and Profligacy by Public Office Holders
- Militancy and Violence
- Ethnic Discrimination
