CHOP CHOP BUDGET OF THE OKOWA ADMINISTRATION=BAD GOVERNANCE

The budget of a State as presented by the Governor as an Appropriation Bill becomes a law when passed by the House of Assembly.
More importantly, it becomes the BOND/THE SOCIAL CONTRACT between the government and her people, for the period of one year on one hand and a REPORT CARD for the outgoing year on the other hand.

Consequently, Governor Okowa like his counter-parts across Nigeria has been presenting budgets, which represents his plan to achieving his 'Yahoo-Smart Agenda'. I therefore invite you to journey with me, as we interrogate the budget, with a view to assessing whether he has kept faith with the people or he has been playing 'kalokalo' with the resources kept under his care on behalf of the suffering masses.

2015 (MAY 2015)

While presenting the 2016 Budget to the House of Assembly, Governor Okowa listed some of his achievements to include Wealth Creation and nurturing entrepreneurs. He gave the details thus:
1. 256 YAGEP training in farms
2. 1070 youth skills acquisition
3. 3600 agric trainees
4. 2563 Deltans have been given loans to the tune of N428.13m
5. Few kilometres of poorly constructed roads.
6. Sapele Market -----600 MILLION NAIRA

2016
In 2016, Governor Okowa presented a budget of 265, 668,156, 174 BILLION.
A few of such provisions are herein stated below:

1.JOB CREATION---                                                                            -2,296,214, 400 billion
2. AGRIC SUPPORT FOR RICE, CASSAVA AND OIL PALM..       326 MILLION
3. TRANSPORT---                                                                                15, 421 BILLION
4. MICRO CREDIT SCHEME                                                             500 MILLION
5. AGRO INDUSTRIAL PARK                                                           500 MILLION
6. ASABA CENTRAL HOSPITAL                                                      500 MILLION
7. PRIMARY HEALTH CARE                                                             500 MILLION
8. Vocation and technical education                                                      639 million
9. Desopadec                                                                                         28 billion
10. Construction of  Court Complexes at Warri and Asaba                  650 million
11. Construction of Warri Roads                                                           2 Billion

Suffice to add quickly that the said budget was passed into law and even increased the sum by the house.

The Questions now begging for answers are:

* how many people did the over 2 billion naira created jobs for in Delta State?
* Who are the farmers that got the over 326 million as rice, cassava and palm agric support?
* Who are the beneficiaries of the micro credit  scheme that got the over 500 million?
* Has the Asaba Hospital completed with the 500 million earmarked for its completion?
* WHERE ARE THE PRIMARY HEALTH CARE CENTRES THAT GULPED 500 MILLION,
* HOW MANY PRIMARY HEALTH CENTRES HAVE BEEN BUILT AND ARE OPERATIONAL, WHERE ARE THEY LOCATED?
* WHERE IS THE 28 BILLION FOR DESOPADEC? What and where are the DESOPADEC projects located?
* Where and what quality of roads was constructed in Warri with the 2 Billion?

CONCLUSION:
If u support the re-election of Governor Okowa and you cannot honestly answer these questions, then u are doing the State and her unborn generation a  great dis-service and injustice.
It is obvious that those monies have been frittered away, developed wings and flew into private pockets.

Besides, if we take a look at 2017 and 2018 budgets the story would not be different either.

WAY FORWARD!!
GOVERNOR OKOWA CANNOT BE ENTRUSTED TO MANAGE THE HUGE RESOURCES OF THE PEOPLE TO CREATE PROSPERITY FOR THE STATE. 
HIS SMART AGENDA is the DULLEST AGENDA EVER!!

I beckon on all Deltans of goodwill irrespective of political party affiliations, ethnicity and religion to consider the interest of the state as supreme and vote out Governor Okowa. He has not kept his promise for prosperity, the resources of the states have developed legs under his watch from the analysis above..A SECOND TERM FOR GOVERNOR OKOWA would lead to great economic backwardness. Note that the impact of his bad governance would hit all Deltans whether you are Urhobo, Anioma, Isoko, Ijaw or Itsekiri as poverty, rising unemployment, poor health care, bad roads, dilapidated public school buildings do not discriminate between ethnic groups.

We need a new thinking and style of governance in Delta. THE GREAT OGBORU DESERVES A CHANCE, LETS GIVE HIM A CHANCE. Like his name, Delta Shall be GREAT again.

Your voters card is your power, guard it jealously and vote wisely come 2019. Cheers!
